Understanding CTE and CTO from UP Pollution Control Board: A Step Toward Sustainable Industrialization
In the state of Uttar Pradesh, obtaining environmental clearance in the form of Consent to Establish (CTE) and Consent to Operate (CTO) from the Uttar Pradesh Pollution Control Board (UPPCB) is mandatory for industries, infrastructure projects, and development units. These consents are regulated under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. CTE must be obtained before setting up any unit, while CTO is required before starting operations.
These consents ensure that a proposed or existing project meets environmental norms and does not harm the ecosystem. The UPPCB has also digitized the process through the Online Consent Management & Monitoring System (OCMMS), promoting ease of doing business while maintaining ecological responsibility.By ensuring compliance with CTE and CTO, businesses not only avoid penalties but also contribute to sustainable development goals (SDGs) in Uttar Pradesh.
