Or like if FFXIV Shadowbringers' 71-80 new skills did not work in articles from preceding expansions (which is how it operates now in cases unless you unsync). Though NGS appears to be adding a side of"Imagine if ShB had a bunch of new skills that replaced your 1-70 abilities that just worked in ShB articles".
I am happy they put this information dump out. I'd anticipated most of the but was not quite sure about a couple of things (their wording made me wonder about outfits/clients/etc). Now if we just get a true ranged/tech hybrid... They already mentioned on the 2nd trailer that levels and things will probably likely be separate. You'll be back at Lv1 at NG, and not all classes will be there at launch. I meant it in a"we will not have access to our old skills before we return to the OG PSO2 boats" sorta way. However, my explanation was awful (and I am not sure whether my brand new one below's any greater ).
It seems like rather the midpoint between"hard reset with decorative transport" (like moving from Secret Planet to SWL, which was a dumpster fire of a process) and"regular expansion" (like BfA into Shadowlands, TBC into WotLK, Stormblood into Shadowbringers, respectively ). It's not quite like FFXIV Realm Reborn (like a few folks speculated when we heard about it). Since the"old" places continue to be a part of mostly the exact same game, and you may go back and play them with all the pre-existing abilities/classes/etc. I am assuming people who want OG PSO2 makeup would still need to earn/buy them in OG PSO2. If that is true, we end up at something like present WoW (if you squint a little ).
"Old" content remains relevant for trend purposes and you are able to go level something inside, but the new content created for the expansion areas goes off the expansion leveling (meaning in this situation, all-new/changed/different classes). And the abilities will be changed enough that a level-cap PSO2 character along with a level-cap NGS personality are going to feel and act mostly differently, even when they share a number of the exact same ability names/similar ability cartoons. (Compare just like a Wow Classic Paladin to https://www.pso2ah.com/ a Present BfA Paladin or some thing ).
