In 1908, he started sending tea samples to the consumers in portable silk bags. The customers believed that this was a new product, and dipped the entire bag into the boiling pot, without removing the packet. Since the customers responded that the mesh of the bag was a little too fine, and increased the steeping rate, Mr. Sullivan started developing bags made of gauze. Later, a paper was used as the packaging material, and the bags came in two sizes, large and small.  Tea bags are popular in countries like the U.K., U.S., China, Japan, etc. In the U.K., for instance, around 96% of the consumers are said to use tea bags over tea leaves when provided with an option.  The growing focus on tea bags due to easier handling and disposal capability, coupled with the rise in consumer awareness related to the health benefits of various tea types is prompting the tea producers to enhance the packaging of tea bags, which in turn is leading to the growth of the global tea bag materials market.
