Making a Bog Garden is a bit more included than inserting some flowers that love water in to a saturated part of your yard. It requires some planning, some planning, and some difficult work. To begin with you've to decide where a good spot is to place your bog garden. A place in your yard that's soggy or collects water could be perfect.  You'll need to dig a trench with an appartment bottom and sloping sides. Put all the soil you dig out on a tarp for use later.
