The Accommodation, Carpool and Library Services (ACLS) is a business unit within the Department of Government Services (DGS). The VGLS sits within ACLS. DGS and ACLS assumed responsibility for the delivery of whole of Victorian Government library services on 7 December 2009 through a Machinery of Government change.

The ACLS provides facilities, accommodation, car pools and library services across the seven government departments and four agencies (Victoria Police, VicRoads, Environment Protection Authority and the State Revenue Office). It aims to increase efficiency and innovation in WoVG shared services so that more public funds can be directed to frontline services for Victorian communities.
