As much as BFA was awful, the HoA was not a bad system when they fixed it up and they could have easily done more with WOW TBC Gold this going into Shadowlands. Hippity hoppity the HoA now absorbs anima congratz problem solved we don't need to scrap it for something different .
Why have we gone through 4 iterations of garrisons now? Why don't you just base it in SW/ORG and expand it with every new xpac rather than going from Garrisons into Order Halls to this fucking boat to Covenants. Take a garrison type instance in SW/ORG. Plan around it being used longer duration, new expansion released and you're able to build the expansion special building that'll progress the story. Or the NPCs just appear to advance the story. Having it as instance in the big cities will fix the"everyone is in their garrison" problem.
It is absurd that so much development time has spent on expansion specific substance. Island expeditions. Warfronts. Or when they figure out that warfronts weren't going to work as planned. It was a significant feature of the bfa expansion and imo was largely a dud of a feature. It could have been just so much better but just become a slog festival of azerite grinding. It's a massive waste of money to design a system which only continues an expansion.
I concur that the HoA was a fantastic system. It's so difficult for me though to get around the idea that blizz is aware of what they're doing when they implement a system. They place systems in half finished intentionally. Look at the legendaries in legion. Participants were stating, making posts on official forums, the machine they were applying for legendaries was terrible and was just going to upset the player base. Silence. It had been put in as is of course, people were upset. Some had two, most had 1, some had none. Even people who had at least didn't necessarily get what they wanted/needed. It took blizzard buffing the drop rates on legiondaries to make it feel better using"bad luck protection". It required the whole growth for them to put the machine as buy Burning Crusade Classic Gold it should have been in the beginning. They know but for the interest of MAUs they include in fans and changes to systems to have people to stay or come back.
