If you plan to export certain items from India, you may need a special license due to their sensitive nature. These items are listed under the SCOMET (Special Chemicals, Organisms, Materials, Equipment, and Technology) category and are regulated to ensure they don't fall into the wrong hands. Here’s what you need to know:

What is the SCOMET List?

SCOMET items are detailed in Appendix 3 of Schedule 2 of the Indian Trade Classification (ITC) and require special permission to be exported.

Categories of SCOMET Products:

  1. Category 0: Nuclear materials and technologies.
  2. Category 1: Toxic and other chemicals.
  3. Category 2: Microorganisms and toxins.
  4. Category 3: Materials and equipment for processing.
  5. Category 4: Nuclear-related equipment not in Category 0.
  6. Category 5: Aerospace systems and technology.
  7. Category 6: Weapons and ammunition.

  • DDP (Department of Defence Production): Category 6.
  • DAE (Department of Atomic Energy): Category 0.

Why Do You Need a SCOMET License?

A SCOMET license ensures sensitive items do not end up in unauthorized hands, protecting national security and maintaining India's global reputation as a reliable trade partner.

License Validity:

The SCOMET license is valid for 24 months, with possible extensions of up to 1 year after DGFT approval.

Penalties for Exporting Without a License:

  • IEC Suspension: Your Importer Exporter Code could be suspended.
  • Imprisonment: Up to 5 years or life imprisonment.
  • Fines: Between INR 3 lakhs and INR 20 lakhs, or up to five times the value of the items.

Adhering to SCOMET regulations helps manage the export of sensitive items responsibly and legally.
